About This Project

PCA performed a Property Condition Assessment of Poinsettia Plaza, a retail center located at 4220-4360 East Main Street in Ventura, California. The property comprises five single-story buildings totaling approximately 157,322 square feet on an 11.48-acre site, with 572 surface parking spaces serving 22 tenants. The original buildings were constructed in 1986 and 1994 and renovated in 2021.

The engagement included architectural, structural-seismic, roofing, and mechanical/electrical/plumbing/limited fire- and life-safety assessments under ASTM E2018 protocols. PCA’s team conducted a 100% interior walk-through of every tenant space and developed a complete inventory of electrical panels and HVAC units serving each tenant, producing tenant-level equipment data to support reserve planning and operational tracking. PCA also completed a 100% inventory of ADA compliance for tenant restrooms, documenting accessibility compliance status to inform tenant-improvement and remediation planning. The seismic and roofing evaluations established repair-vs-replacement timing across the five buildings, and PCA quantified deferred maintenance and remaining-useful-life projections to support the client’s reserve and capital planning. The consolidated findings gave the client a defensible basis for prioritizing near-term repairs and sizing reserves across the multi-building center.
