PCA conducted a Property Condition Assessment of Union Place Apartments at 1500 Cherry Street in Placentia, California. The property comprises 125 residential units across 12 three-story buildings totaling approximately 155,355 square feet on a 5.08-acre site, with original construction completed in 2012. PCA’s scope addressed the principal building systems, site improvements, and environmental conditions relevant to the engagement.
The engagement included architectural, structural, roofing, and mechanical/electrical/plumbing/limited fire- and life-safety evaluations under ASTM E2018 protocols, together with a Phase I Environmental Site Assessment under ASTM E1527 and a Planning, Zoning, and Resource Report. PCA documented observed conditions and quantified deferred maintenance and remaining-useful-life projections for the client’s reserve and capital planning, screened the site for recognized environmental conditions to inform the client’s environmental risk position, and supplemented field findings with zoning and planning documentation context. The consolidated findings provided the client a defensible basis for prioritizing near-term repairs and sizing reserves across the 12-building portfolio.
