About This Project

PCA performed a Property Condition Assessment of Village Glen, a 249-unit multifamily property at 3454 Ruffin Road in San Diego, California. The asset comprises six two-story buildings totaling approximately 202,650 square feet on 5.93 acres, originally constructed in 1973. PCA’s scope covered the major building systems, envelope components, and individual residential units.

The engagement included architectural, roofing, structural-seismic, and mechanical/electrical/plumbing/limited fire-and-life-safety evaluations under ASTM E2018 protocols, along with a 100% interior walk of every unit. The unit-by-unit walk yielded unit-level deferred-maintenance and condition data across the full residential inventory, while the structural-seismic assessment informed structural risk evaluation for the 1973-vintage construction. PCA quantified deferred maintenance and remaining-useful-life projections for the client’s reserve and capital planning. The consolidated findings gave the client a defensible basis for prioritizing immediate repairs and sizing reserves across the six-building portfolio.
