About This Project

PCA conducted a Property Condition Assessment of James Center, a retail property located at 6901 South 19th Street in Tacoma, Washington. The property comprises nine single-story buildings totaling approximately 140,240 square feet on a 15.95-acre site, with 778 surface parking spaces. The buildings were completed in 2000.

The engagement included architectural, structural-seismic, roofing, and mechanical/electrical/plumbing/limited fire- and life-safety assessments under ASTM E2018 protocols. PCA’s team performed a 100% interior walk-through of tenant spaces and inventoried electrical panels and HVAC units serving each tenant, producing tenant-level equipment data to support the client’s capital planning. PCA also completed a 100% inventory of ADA compliance for tenant restrooms, documenting accessibility status to inform tenant-improvement and remediation planning. The structural-seismic evaluation informed site and structural risk evaluation for the multi-building configuration. Findings quantified deferred maintenance and remaining-useful-life projections across the nine buildings, giving the client a consolidated basis for prioritizing immediate repairs and sizing reserves for the principal building systems.
