John is the founding principal of PCA and has served as the company President since its inception in 1997. He maintains overall responsibility for operational, financial, personnel management, project management, and quality assurance.

John has over 37 years of experience in the commercial real estate and engineering due diligence industries and served on the original ASTM task force that developed the ASTM Property Condition Assessment standards. He has personally managed more than 10,000 condition and environmental assessments throughout the United States, Canada, Mexico, Barbados, and St. Kitts, and is widely recognized as one of the leading experts on facility condition assessments and professional standards of care. His experience spans all architectural and engineering disciplines associated with a broad range of property types, including office (low-, mid-, and high-rise) industrial, retail, mixed-use, municipal (operations, public works, courts, fire department, parks and recreation), educational (K-12 and university), healthcare (medical office and hospitals), laboratory, multifamily residential, hospitality and convention, single-family residential, manufactured home parks, marinas, movie and television studios, and professional sports.

As the President and CEO, John plays a role in every project PCA performs. With his extensive experience in the industry, his experience is demonstrated in the quality control work of each report that is prepared for our clients. Nothing but absolute excellence and attention to detail is allowed to be released to the client in our final reports.

Dania is a 22-year veteran of the PCA organization and is the single member of the management team who has experience in every non-technical role in the organization. Holding the second-longest employment tenure at PCA, she is considered the gatekeeper of the legacy organizational knowledge. For the past approximately 15 years, Dania has been primarily responsible for establishing and executing contracts with clients and working directly with their legal departments when establishing master service agreements. She provides supervision to the sales team in estimating and determining appropriate scopes of services for every client transaction and oversees marketing activities to execute the company’s marketing strategy.

Dania has a broad understanding of all property types and varied construction characteristics, having worked on equally varied and complex transactions, including large multi-state portfolios and forensic investigations associated with construction-defect litigation. As a long-term member of the management team, she enjoys equally long-term relationships with the company’s clients and vendors, which contributes to the legacy of organizational continuity.

Mr. Burton joined PCA’s management team in April of 2021. As a registered architect with over 44 years of experience; he’s worked with Fortune 500 companies like Pfizer, Cigna, and Mercedes Benz. Known for his expertise in real estate strategy and asset management, he oversees national project management and client relationships at PCA. Additionally, he leads facility assessments, staff recruitment, and training efforts.

As Director of Technical Staff, Tim provides leadership, mentoring, and support, ensuring project success and staff development.

Mr. Saunders brings more than 45 years of experience to PCA in architectural design, construction management, project management, and forensic assessments. He is a registered architect and has performed facility condition assessments for hundreds of commercial and residential projects throughout the United States.

Bruce also possesses a broad background in managing teams in assessing and reporting on mechanical, electrical, plumbing, and fire- and life-safety systems.

Steven Douglass joined PCA as Executive Vice President and Quality Assurance Officer in 2023.

Mr. Douglass brings over 43 years of expertise in architecture, real estate asset management and due diligence, and real estate development and construction management. As previous Director of Due Diligence for LaSalle Investment Management, Inc., he oversaw pre-acquisition underwriting of properties valued at over $10 billion over a four-year period. Mr. Douglass also served as Portfolio Manager and Asset Manager of various private equity funds at JLL and two private equity real estate firms. He managed development, lease-up and repositioning of numerous office, retail, hotel, parking, industrial, condominium, multifamily, active adult, and independent living assets in multiple U.S. markets.

Mr. Douglass spearheads quality assurance initiatives for PCA’s reporting platform, encompassing property condition assessments and environmental phase I assessments. His extensive background in design, due diligence, and construction management has been pertinent to the development of various departments at PCA. Steve also provides expert witness testimony as needed.

Mr. Douglass' education includes a Bachelor of Arts degree from Williams College, followed by Master's degrees in Architecture and Business Administration, both from Harvard University. His commitment extends beyond professional endeavors to various civic engagements, including roles in the Historic Preservation Commission and Plan Commission in Lake Forest, Illinois, as well as the Historic Preservation Commission in Wellfleet, Massachusetts.

Colby joined PCA in 2021 and is responsible for project scheduling and coordination, including managing the master schedule to determine weekly availability for all professional staff and third-party consultants. Colby also manages the government sales team and ensures marketing and sales objectives in those areas are appropriately planned, reviewed, and executed.

Prior to joining PCA, Colby served as a seasoned commercial property manager overseeing portfolios in the greater Salt Lake City metropolitan area. His role involved comprehensive portfolio management, encompassing strategic decision-making, innovative leasing strategies, and meticulous market analyses.

Rachel joined PCA in 2017 as an editor and now manages the Quality Control and Production departments to maintain a streamlined and consistent style for all reporting. She also performs project management roles and assists the Professional Staff with meeting PCA’s style requirements and deadlines.

Rachel has extensive experience in the mortgage and title industries. After earning a BA in English, she began writing copy for national marketing firms and has experience buying traditional and digital media. Rachel has written blogs and online content for advertising agencies and national healthcare companies.

Michelle Tall has been with PCA since 2012, holding various Production capacities and ensures the well-oiled machine is running smoothly. She works directly with the VP of Operations to coordinate site visits, manage assigned team members, and track timing on all deliverables to ensure client deadlines are met with precision.

Ms. Tall moved from Utah to California in 1994 and completed AA in Business Management at College of the Canyons. Prior to her role at PCA, she held the role of Assistant Housing Director at the California Institute of the Arts, where she oversaw administration and management of all on-campus housing facilities, including maintenance of physical facilities.

Zackary Luna is a licensed attorney in Texas and Utah, and is also admitted to practice before the United States District Court for the Northern District of Texas. He currently serves as in-house legal counsel for Property Condition Assessments LLC, providing legal support across a wide range of matters, including contract drafting, employment matters, and legal support for PCA’s property and construction defects practice group. Drawing from his background in real estate, leasing, and compliance, Zackary brings a practical and solutions-oriented approach to each project. His experience advising on both transactional and regulatory issues allows him to help ensure the company’s assessments and operations align with legal best practices.

Prior to law school, Zackary earned a Bachelor of Science in Marketing, Sales, and Business Development from the University of Utah, and worked in leasing and marketing for a major student housing company in Salt Lake City. That early exposure to property operations and client relations laid the groundwork for his growing focus on land use, entity structuring, and real estate/construction matters. He went on to earn his Juris Doctor from The American University Washington College of Law, where he held leadership roles on the International Law Review and captained one of the school’s national arbitration competition teams. His work across both commercial and residential property matters, paired with his legal and business training, makes him a valuable asset to the PCA team and its clients.
