PCA conducted a Property Condition Assessment of Perry Hall Apartments at 3831 East Joppa Road in Perry Hall, Maryland. The property comprises 704 units across 28 three-story residential buildings totaling approximately 640,540 square feet on a 23.65-acre site, with original construction dating to 1951. PCA’s scope addressed the major building systems, envelope components, and unit-level conditions across the asset.

The engagement included architectural, structural, roofing, and mechanical/electrical/plumbing/limited fire- and life-safety evaluations under ASTM E2018 protocols, together with a 100% interior walk of every unit. The unit-by-unit walk yielded unit-level deferred-maintenance and condition data across all 704 units, while the system-level evaluations quantified deferred maintenance and remaining-useful-life projections for the client’s reserve and capital planning. Given the age of the buildings and the scale of the residential portfolio, the consolidated findings supported the client’s prioritization of immediate repairs and reserve sizing for the property’s principal systems.
