About This Project

PCA conducted a Property Condition Assessment of Victory Plaza, a retail center located at 13007-13075 Victory Boulevard in North Hollywood, California. The property comprises nine in-line buildings and two pad buildings totaling approximately 136,580 square feet across one and two stories on a 12.21-acre site, with 687 surface parking spaces. The center was originally constructed in 1977 and renovated in 2017.

The engagement included architectural, structural-seismic, roofing, and mechanical/electrical/plumbing/limited fire- and life-safety evaluations, supplemented by a 100% interior tenant walk-through and a complete inventory of electrical panels and HVAC units serving each tenant space. PCA also performed a 100% inventory of ADA compliance for tenant restrooms, documenting accessibility status to inform tenant-improvement and remediation planning. The tenant-by-tenant walk-through and equipment inventory produced unit-level condition data and an asset-level register of mechanical and electrical equipment supporting reserve planning. PCA’s findings quantified deferred maintenance and remaining-useful-life projections to support the client’s reserve and capital planning across the multi-building center.
