PCA conducted a Property Condition Assessment of Oak Lake Apartments at 301 Oak Lake Way in Chesapeake, Virginia. The property comprises 172 units across 16 two-story buildings totaling approximately 175,072 square feet on a 12.407-acre site, with original construction dated to 1990. PCA’s scope addressed the major building systems, envelope components, and unit interiors across the residential portfolio.
The engagement included architectural, structural, roofing, and mechanical/electrical/plumbing/limited fire- and life-safety evaluations under ASTM E2018 protocols, along with a 100% interior walk of all units. The unit-by-unit walk yielded unit-level deferred-maintenance and condition data across the 172-unit inventory, and the building-systems evaluations quantified deferred maintenance and remaining-useful-life projections for the client’s reserve and capital planning. The consolidated findings provided the client a defensible basis for prioritizing near-term repairs and sizing reserves across the 16-building property.
