About This Project

PCA conducted a Property Condition Assessment of Selway Apartments at 2552 West Selway Rapids Land in Meridian, Idaho. The property comprises 171 multifamily units across 19 two- and three-story buildings totaling approximately 159,935 square feet on a 10.10-acre site, originally constructed in 1974. PCA’s scope addressed the major building systems, site improvements, and environmental conditions relevant to the engagement.

The engagement included architectural, structural, roofing, and mechanical/electrical/plumbing/limited fire- and life-safety evaluations under ASTM E2018 protocols, a 100% interior unit walk across all 171 units, an ADA and FHAA disabled-access review, a Phase I Environmental Site Assessment under ASTM E1527, and a Planning and Zoning Resource Report. The unit-by-unit walk yielded property-wide deferred-maintenance and condition data at the individual unit level, while the Phase I screened for recognized environmental conditions to inform the client’s environmental risk position. The accessibility review documented ADA and FHAA compliance status to inform remediation planning, and the zoning report supplemented field findings with documentation context. PCA quantified deferred maintenance and remaining-useful-life projections for the client’s reserve and capital planning, giving the client a defensible basis for prioritizing immediate repairs and sizing reserves across the 19-building portfolio.
