About This Project

PCA conducted a Property Condition Assessment of Washington Square, a retail center located at 373 South McDowell Boulevard in Petaluma, California. The property comprises 10 single-story buildings totaling approximately 215,894 square feet on 19.33 acres, with 904 surface parking spaces serving 31 tenants. Original construction spans from the 1960s through 2005.

The engagement included architectural, structural and seismic, roofing, and mechanical/electrical/plumbing/limited fire- and life-safety assessments, along with a limited asbestos-containing material survey and a Planning and Zoning Report. PCA documented observed conditions across the buildings and quantified deferred maintenance and remaining-useful-life projections under ASTM E2018 protocols to support the client’s reserve and capital planning. The asbestos survey supported abatement scope and budget estimation given the range of construction dates across the center, and the Planning and Zoning Report supplemented field findings with documentation context. The consolidated findings gave the client a defensible basis for prioritizing immediate repairs and sizing reserves across the multi-building portfolio.
